Monsignor James Murphy of the Sacramento Diocese says the church has already changed.
MURPHY: The numbers of people who are having background checks on them, including all of us priests. I'm ordained 43 years. I had to go through this background check..I had to be specially trained. It goes in the thousands and that's just in our diocese.. All the children also are all trained and given orientation. A Catholic school is now the safest place in the country for a child.

CLOHESSY: Sadly, pedophiles have always gravitated to
positions where they have power over kids. So, the real
question is not screening them out or training them
out. The real question is ousting them the minute you
see or suspect or know of child sex crimes and that's where the
church leadership continues to fall short.
Clohessy has been in Sacramento before to support those who
have filed lawsuits against the church claiming abuse. The
report looked at the abuse allegations of more than 10 thousand
people going back to the 1950's.
