Reno Tent City A legal camp site for the homeless opens today in Reno. It's an example of what homeless advocates call a "safe ground." Homeless people can camp there but there are rules of behavior and an organizing committee to make sure the rules are followed. Why did the city agree to the creation of the camp site?
