Strong Mayor A wide-ranging group of Sacramento political, business and community leaders are seeking a change in the city’s charter that would give the mayor more power. The "Checks and Balances Act of 2014" - or strong mayor - is not a new idea. And it’s an idea that has repeatedly failed to gain support in the past.
